In the spring and summer of 2022, the Ministry of Defense concluded contracts with several state arms importers: the companies Spetstechnoexport, Ukrspecexport, Progress and the Defense Procurement Agency. The Ministry of Defense made one hundred percent advance payments, but the companies did not fulfill the order.

At least under part of the contracts, the state-owned companies took the received money abroad, transferring it to foreign firms.
From the beginning of 2023, the Ministry of Defense began to file lawsuits against government suppliers. As of the end of May, there were at least 30 such lawsuits in the court register. The total amount of claims for overdue contracts is UAH 8.9 billion.

For comparison, since the beginning of the invasion, the “Return Alive” fund has collected over UAH 7 billion.
