This year, more people will leave Ukraine again than return

 

The National Bank expects that in 2023, 400,000 more citizens will leave Ukraine than will return.

 

The situation will change only next year if security risks are reduced. Thus, according to the NBU forecast, in 2024, 800,000 more citizens will return to Ukraine than will leave.

 

The outflow of human capital is one of the key problems that Ukraine will have to face during post-war reconstruction. As of the end of 2022, more than 2 million citizens left the country and did not return. And after the start of mass attacks on infrastructure and blackouts, the number of those leaving again became greater than the number of Ukrainians returning to the country.
The return of Ukrainians from abroad depends not only on victory on the battlefield, but also on whether the state will be able to create the necessary conditions for the return, reintegration and realization of its citizens.

 

And it is impossible to create such conditions without establishing the rule of law and increasing the level of economic freedom (recall that now Ukraine is in 130th place in world according to this indicator).
