More than 1,200 non-working state-owned enterprises will be liquidated

A large-scale wave of liquidation of non-working state-owned enterprises

Institute for Economic Leadership

In Ukraine, there are more than 1,200 state-owned enterprises that do not work, but exist only on paper and generate millions of losses for the state. Their assets are either stolen or in a state of disrepair, and employees have not been paid for years.

The Verkhovna Rada passed a law on their liquidation. It introduces the mechanism of self-financing of the liquidation procedure, that is, additional budget money will not be spent on it.

Qualified specialists with relevant experience will be involved in the liquidation of state-owned enterprises. They will search for property that used to be owned by state-owned enterprises and that is now being used by shrewd dealers. After the sale of such property, these specialists will receive from 3% to 5% of its value. The rest of the funds will be used to repay the debts of state-owned enterprises (in particular to employees) or to finance the liquidation of state-owned enterprises without assets.

Thanks to the new procedure, it will be possible to find and sell the assets of non-working state-owned enterprises with a total value of at least 140 million UAH.
