During the year of the full-scale invasion Ukraine has become less free

Ukraine is partially free in the 2023 global freedom rating.

Institute for Economic Leadership

The international human rights organization “Freedom House” released the 50th (!) annual study of freedom in the world. Researchers evaluate the freedom of 195 countries and 10 territories according to 25 indicators, which are grouped into two categories — political rights and civil liberties.

Ukraine was in the middle of the global rating with a total score of 48 out of 100 possible (political rights — 20 points out of 40, civil liberties — 28 points out of 60).

For comparison: last year, Ukraine’s overall score was 61. As noted by the rating compilers, Ukraine’s performance worsened due to the full-scale war and related restrictions on freedoms.

However, even before the full-scale war, according to its indicators, Ukraine was in the group of partially free states. Among the problems noted by the researchers are corruption, non-transparency of the state, non-compliance with the principle of the rule of law and legal procedures.
