58% of Ukrainian business directors consider the current investment climate unfavourable, 35% rated it neutral, and only 7% rated it positive. Half a year ago, the latter were 13%. Such results were shown by the study of the European Business Association.

The integral index of the Investment Attractiveness Index in the second half of 2021 decreased from 2.84 points to 2.73 points out of 5 possible.

“The three key barriers holding back the development of the business climate remain unchanged:

  • weak judicial system (as claimed by 87% of respondents);
  • high level of corruption (85%);
  • shadow economy (76%).

This year, for the first time, the low rate of vaccination of the population was added to this list – this is what 50% of directors believe,” the study says.

Among other obstacles to the development of the investment climate, the directors also mention imperfect public administration, stagnation of reforms, a complex tax system and constant rotations in the government.
